Is the line art a specific type of brush or can you turn it into that?

It's the default G-pen in Clip Studio Paint. Duplicate the line art layer and apply gaussian blur to your liking. Have fun!

Speed comes from knowledge and knowledge is solidified by experience. Thankfully, we live in the internet age where information is only a click and a keystroke away.
Don't be discouraged if you feel like your speed is lacking. Even Olympic cyclists rode with training wheels when they got on a bike for the first time.

The best advice I can give for improving speed is to collect and study reference pictures. Drawing while looking at references will increase your speed dramatically. You can find stock photos of countless poses online but you can always make your own with a mirror or a 3D model program. Designdoll is good modeler to start with since it's free but the paid version will allow you to save & load poses. Art books are also a great option if you can't rely on a second screen.
Other than that, there are no shortage of helpful videos on Youtube that can give tips on proportions, anatomy, etc. If you feel like you're stuck, just watch a couple of videos to jumpstart your process back up.
