Originally Movember, basically don't shave on November in support for research against prostate cancer (or smth like that). Then someone had the idea to do the same but without masturbation. Because it's more shocking, more of a challenge, etc. It got popular both as a joke and a challenge to do. Some do it for the mental challenge, some because internet got them into the incel nofap pipeline, etc.

Pretty sure it was made by people who thought No Nut November had better alliteration than No Fap November, the original name, and the original intent of reducing, uh, 'excessive self-love', got lost with the change. The semen retention came later from dipsticks trying to justify the no-longer-quite-so-sensical mission.
