Hector is just your average rouge's gallery city domination villian who has a knack for building convoluted machines and schemes as well as a passion for unveiling his master plans to his captive hero. Though building machines and having them destroyed by the city's hero is very very expensive. So he needs to be sure the fellow villians he invests in must pay back the cash he's rightfully due. If not, you become his lunch.
