He actually started there; that's where sperm are produced. He's now in the epididymus where sperm are stored.
Teeeechnically sperm stored there are not "mature" and are incomplete and inactive. It's only when they're combined with secretions farther up on their way out to ejaculation that they're active and start swimming.
So if this were the most realistic, he'd only "wake up" as soon as he was being shot out of his eevee's cock.
But if it were realistic he wouldn't be a "conscious" sperm in the first place. Probably.
